Paying for Lead Service Line Work in Texas: The TWDB Program

Federal infrastructure money for lead service lines flows to Texas systems through the Texas Water Development Board's Drinking Water State Revolving Fund.

What it pays for

TWDB's lead service line program funds projects directly related to identifying lead service lines (including service line inventories), planning for replacement, and designing and replacing lead service lines.

Terms

For state fiscal year 2027, TWDB announced the program as the last year of dedicated Infrastructure Investment and Jobs Act funding, offered as 51% principal forgiveness and 49% loan. Eligibility depends on DWSRF eligibility and disadvantaged-community criteria for the project area. Project Information Forms for that cycle were due August 14, 2026.

Who is on the list

TWDB's 2026 project priority list for the program included eight systems, from small inventory projects such as Marlin, Haltom City and Spring Hills SUD to inventory-and-replacement projects in Vernon, Texarkana, Angleton, Laredo and Aqua Water Supply Corporation.

Where field work fits

Inventory and planning are eligible activities, so locating, field data collection and mapping that support the inventory can be part of a funded project. Your engineer or TWDB can confirm what your commitment covers.

Questions

Do we need a finished inventory to apply?

No. Applications don't require a completed inventory; estimates can define the scope. Confirm current requirements with TWDB.
